Is it okay to speak in-character to other players?

Hey, I'm new on Pony Town and I was wondering, if I'm cosplaying a character, is it okay to speak like them to other players as default, even if they're not cosplaying/roleplaying? Of course, being respectful and not being overly-roleplay-y.
