Slow and low fps

Just built my first pc. Tried uploading windows 11 but it said it didn’t recognize the tpm 2.0 so I went with windows 10. Finally got it too boot, updated the drivers and it seemed fine but when I tried to play a game (Elden ring) it takes very long to boot and during the loading screen it would frequently say the program wasn’t responding. If I waited long enough I would eventually get in but once in the game it would frequently stutter and have low fps, around 14-30.

The specs are as follows

GPU- AMD rx7800 xt CPU- Ryzen 5 7600x Memory - 32gb 6000mhz Motherboard - Msi b650s pro wifi Storage - Samsung 990 pro 2Tb Power supply - Msi 750w gold standard

Was expecting a fast pc with these specs and not sure what’s causing the problem. Any help would be appreciated.
