Just built a new Pc, keyboard only works intermittently

And installed windows 11 home. The keyboard works in bios and sometimes in windows. It worked during initial setup, but now nearly every time I reboot the keyboard is non-functioning. I have tested 3 different keyboard on various usb ports. The on screen keyboard works most of the time but it’s also randomly failed too (just not shown up when I turned it on in settings).

To troubleshoot aside from testing the different keyboards, I have tried uninstalling and reinstalling keyboard drivers, I’ve updated every mobo and cpu driver, I’ve reinstalled windows, I’ve gone in and reseated every cable I could, I’ve removed all other usb devices to see if it was a usb traffic issue, I’ve cleared the cmos.

The lights on the keyboard(s) turn on, but the caps lock/num lock lights don’t light up when pressed, nor does the text input pass through the computer. It also shows up in the device manager.

I’ve talked to a few people who know their way around Pc builds and they’re pretty puzzled.

The keyboards I’ve tested are all directly plugged into the Pc, not wireless.

The keyboard I’m using worked fine on my old PC. I have several spares from old builds that I also tested as mentioned. I have a razer, a corsair, and a cheap npet. All have the same issue.

I have built PCs before so I’m not a complete novice with this stuff but with several years between builds each time I basically relearn from scratch so it’s possible I made a stupid mistake.
