Tempest Flurry Movement Issue!

Hey everyone! I definitely love flying around as Tempest Flurry Gemling, but at times i want to just be still and attack. Id gone through the options to turn on attack while being still and triggered it on my skills and made sure to hold shift. Does it just not work with Tempest Flurry?
