Does saiki really think Rifuta is prettier than Teruhashi?

Season 2 episode 4, I know everybody besides saiki says Teruhashi is prettier, and that it's not even fair to compare the two of them, but saiki literally says "she is prettier than teruhashi" so idk. Is it a translation error from japanese to english? Or does he really feel that way? Thoughts on this?
