Would Luffy have defeated Cracker in a fair 1v1 battle?

G4 Luffy was stronger, but he had a time limit. Cracker even after fighting for more than 10 hours was in a good shape. Even with Nami's help, Luffy was hitting his limit. Luffy was able to beat him with Tankman, only because Cracker got cocky and attacked him directly.

I read some people argue that KKG could beat Cracker. But I think Cracker should be capable to dodge a big ass attack like KKG. Or at least I don't think it's a definitive argument. Even if Luffy tried to hit the ground, he would be victim of the destruction afterwards (he got saved by Law), while Cracker would be able to survive using haki or his soldiers.
