Unpopular opinion: we shouldn't even be able to build more than one TOTY

Everyone is in here complaining about how hard they are to build but really these cards should be ULTRA rare and not simply buildable

Last year after TOTY everyone had the same top lines with 3-4 TOTY and it sucked. I personally hope they make it harder and harder to get these. They should be unique special cards
