How to do toe drag shots?

I feel like a noob for even posting this. I'm working on the frozen forces moments and the Bedard one is killing me. It says 3 toe drag shots which seems insanely simple. I load it up, toe drag and shoot and...nothing.

I retry the moment a few times and get nothing. Not a 1. I go to YouTube for an explanation and it seems like I find videos of people doing them but not explaining how to do it. I feel like I'm missing something that I'm going to laugh at myself for later. Please ELI5
