Watching Season 18 again, when do you think Gibbs made his choice he wasn't returning?

In episode 12 when McGee visited him in the basement, he told McGee there was more to life than the job, so IMO coming from Gibbs he made up his mind he wasn't returning.

My guess is when he turned his creds and gun over to Vance at his house, that was it for him.
