Moms, do your husbands help when you plan an outing?

I'm exasperated because I had a last minute idea to go out and because I wanted him to be included i woke him up and asked if he'd want to go with me. At this point I figured an hour to and hour and a half we should be able to get out the door. He had time to eat leisurely, shower and get dressed. The toddler was whining because she wanted her diaper changed so I did that, she was fed, woke the baby up, fed him, changed him, toddler whining that she wants her diaper changed again even though it wasn't even an hour since it had been changed. I gave up. I spent 2.5 hours trying to get these children out the door when the goal was to leave far before then. He never offered to help, said I should've asked but why can't he anticipate needs? Is that just normal, that I have to ask for every single thing I need, because I anticipate his and these kids needs all the time. It's just exhausting having to ask for everything all the time.
