Was the legacy skin pack removed?

I cant find it in the marketplace, and in the "my content" section it shows it but when i click on it it dosent work and i get an error. I also cant find it in the character select section but i do have tuxedo steve saved, but it treats him like hes a blank skin, why did mojang do this?
