Composite True Position with No Datums on the FCF?

We got a part in this week for inspection and the blue print calls out for a true position and there are 0 Datums on the print. (It's part of an assembly)

They have a bolt hole pattern that they want true positioned and they did so with a composite control frame as I showed in my drawing.

I am a young inspector and this problem is the confusing the old heads at our shop.

I believe they need to have at minimum Datums to control the overall position of the pattern (My understanding is if you wanted only the bolt hole pattern true positioned to the pattern itself you wouldn't use a composite true position.)

Further I believe they need datums on the second part of the FCF to specify how the pattern can be shifted to itself (ie only translate in the primary plane (A|B) or translate + rotate in the primary plane (A).

I think the old heads are going to inspect it wrong (they basically want to report just a single true position for each hole that is to the pattern itself.

Can anyone give me some insight?
