I need advice.

A few days ago I embarked on the best journey possible. The journey to THE SKY! I joined team sky and went to keep the sky's of Kanto safe. I just beat Misty's Gym and need to know. Does abra qualify for team sky? I know it doesn't have levitate but it does levitate. Should this count? And go team sky.
