Base routine for dry/combo skin?

I'm looking for a good base makeup routine for anyone with dry/combo skin. I have eczema so my face gets dry patches on my forehead and around my eyes but my cheeks and chin can be somewhat oily.

Right now, I moisturize and apply vaseline on my dry patches before I do my makeup. I don't use primer so I'm looking for a good one (was looking at the Milk hydrogrip but open to suggestions). Then, I use the Missha bb cream and the Nars creamy concealer! I set it with the One size powder and sometimes the Fenty blotting powder. Last I'll spray some of the Charlotte Tilbury setting spray. I find that the foundation can cling onto my dry patches and separate a bit as well. I'm looking for recommendations on foundations that won't cling onto dry patches and a pore filling primer that'll hydrate my skin as well! (I'm not sure if it matters if they're silicone or water based but I'd prefer to keep the base products within the same category in case it'll separate).

I was thinking about the Armani luminous silk foundation and Dior forever skin concealer. Also the Jung saem mool and Romand bare water cushion foundations. Let me know if anyone's tried it! Definitely open to suggestions and need to discover primers as well!
