Best city to buy a 2nd house as an investment?

नमस्कार! Which city is best to buy a 2nd house as an investment from future perspective? Pune, Kolhapur, Satara, Sambhaji nagar, Alibaug etc. It should be rent-able and our budget is around 70lakhs. Not considering Mumbai at all. Please guide 🙏🏼
