Progressing to empowered monoliths is impossible right now

The quest echo "The Defiled Wood" in The Last Ruin timeline stays at 0 fps right from the second you load in. You can barely move around because of severe delay and it is entirely unplayable.

Nothing makes any difference. I've tried lowering all settings, updating drivers, repairing the game, streamer mode (I'm on offline character too, btw), accessing it from a different character, a different computer. There have been other cases with a similar problem, but they were just random echoes at least. The zone seems completely broken and it is mandatory for progressing through the endgame.

My computer is good and runs perfectly normal in 99% of the game.

Has anyone else found a fix, or is this only happening to some? Is this bug currently being looked at? I'd think this would be a fairly urgent problem.
