[landlord-usa] where do i file complaint against section8 office

Anyone know how to handle their misbehavior? I didn't know section 8 office, which is gov't agency can be messed up like this.

(more context:

1. they're not paying rent but this is due to their mistake. when i called the employee he was blaming me, though clearly he had all the conversation with me in written email. i never expected sec8 office would do this.
2. their inspector kind of abused his power and barely communicates with me. I fixed things according to the violation doc but he still failed me on the next inspection and doesn't give me feedback & will just cut rent. This is separate to 1 above. This inspector did something like this in the past too but now is serious)
