Small plot hole?

I believe Ruy has an addler thing (may have spelled that wrong) that makes it so that they can’t see his face correctly, right? It’s kind of odd they didn’t think to remove it when they made him prisoner… not to mention that this suggests he’s hiding something about the way he looks and is yet another subplot we may never get the answer to.
