Is Russia supposed to be able to integrate Persia?
I won't bore you with the exact details of how i got in this situation, so I'll be as brief as possible. I played as SocLib Russian Empire and focused on getting as many allies as possible. After the Ottomans were defeated in the desert war, i invited Armenia and Persia to my faction, but not before Persia finished its war with the Azeris, which resulted in a victory for Persia and the annexation of Azerbaijan. Additionally, Georgia (who broke away from Germany and was guaranteed by me) got involved in the desert war, but not before asking for my permission to go for Batumi, which i accepted. Apart from Batumi, Georgia also annexed Lazistan, which might count as Georgia turning its back on Russia because my guarantee of Georgia was gone and this made me unable to invite Georgia to the MA. Fast forward to the start of the 2WK, and apart from the RP, I also declared war on Georgia. They were quickly defeated and in the immediate piece treaty i annexed them and decided to assimilate them in the fate of georgia decision. The integration occupation law did not appear for the Georgian States (except for Abkhazia) even well after the 2WK was over and all annexed states were cored. I figured this has something to do with me owning only a third of the Southern Caucasus. So i decided to annex Persia through console commands to see what happens.
Situation before the use of the console command
There were no changes to this state of affairs with all of the "Fate of ....." decisions and events that popped up soon after, and i was able to core the southern caucasus as intended. I think it is also worth mentioning that i had previously finished all focuses related to the Southern Caucasus and Persia, especially "our warm water port". Is this somehow related to this specific focus?
