Wireless android auto dingle, USB questions

I just picked up my 2024 awd sel and preemptively bought a wireless android auto USB dongle. It works great for android auto and connects after a few seconds once the car turns on.

However, it appears that the usb is powered even when the car is off. It is plugged into the lower center usb port. But my phone is continually connecting to the dongle. I can turn off Bluetooth and it'll disconnect, but the dongle is still powered in the car.

Are all usbs in the car powered at all times? Will this drain the 12v battery? Can I plug the USB dongle into any USB slot and it work with AA or is oy the front lower USB for AA?
