Someone harrassing and threatening on the phone claiming to be police

Quick summary of what is happening:

A guy called me saying he's calling from the delhi police. He has gotten some narcotic case against me and even knew my location(city level only) on the phone. When asked which address he has, it was my 3 year old address. Sent me a notice through WhatsApp and also has my call history. Because I blocked him thinking it's a scam, he called 2 of my friends citing the exact date and time I talked with them which was scary. He is asking to come to Thane or he will come meet me somewhere in gurgaon and repeatedly says that he cannot tell everything on the phone.

Should I take this seriously?
