Fellowship requirements

Hi everyone! I was wondering is finishing home country residency a requirement to apply for fellowship?

Do I have to finish the whole 5 year residency or 3 years of home country residency experience are enough?

Or is it only dependent on having a specialist license at home country irrespective on years of residency?
