Does higher speed meanings higher lower limit?

I have 50 MB cable internet at home and during rush hour at night it goes down to around 10 MB and now I'm thinking of changing my plan to solve this issue. So does this increased the speed during rush hour as well? Or is this unrelated and will decrease to 10 MB regardless of the plan max speed?
