Missing Stratagems

I understand Ubanea currently has an effect that has reduced number of stratagems we can bring. This is not the issue. The standard mission stratagems are gone. We cant resupply, we cant reinforce, we cant use the ore survey stratagem. None of them show up. If we squad wipe we both come back in but this is a guaranteed mission failure. I don't know if we wait out the mission timer if we will get the extract and be able to get our samples out. This is kinda a bummer. I googled but see no solution. Anyone else experience this?
