Maryland grants

I work remotely for the government but am considering moving to Maryland. I know there a several programs. From my understanding, you need to be a resident for 2 years. Is this true? Anyone know of specific programs other than NACA? Trying to avoid renting for two years before buying. For reference interested in PG, Fredrick, Montgomery, Howard and Baltimore County.

Would love a duplex but not sure if it’s possible. Individual income: 84k with 5k raise every 6 months. Combined income: 130k (partner but not married).

Grants? Advice? Suggestions?
