Is this normal practice?

My neighbor is having a VERY expensive run of fence put in between our homes. This is the backside that we have to look at. Is this normal? It looks insanely sloppy and tacky to me.

He said it was due to the grade in the yard, but we had that same grade before and the previous fence didn’t do that.
