Help with consistent enb stutters/freezing
To start with, I like to think I'm competent with modding FO4, I've been playing and modding it since release, so feel free to suggest more advanced things and I'll either understand it or figure it out easily enough.
My specs:
GPU - EVGA RTX 3090
CPU - I7-12700k
RAM - 32GB DDR4 3600MHz
Game storage - WD SN850X M.2
Windows 10 Latest updates
A little while back, I upgraded my gpu to an RTX 3090 from a 2070 super, did a clean windows install with it, so everything is still somewhat fresh on my win 10. I installed the ENB binaries, the latest version, and dropped those dlls in along with the files from my chosen ENB, tested with no other mods at all on a fresh vanilla folder.
The game is hitting vsync at 144fps on the main menu, but as soon as I move my mouse to go to the settings and adjust a few things, it freezes. Unfreezes when I stop moving my mouse, and the cursor is moved roughly the distance I expected it to. If I move my mouse really slow, the frames only drop about 20-30 fps, but the faster I move my mouse the more the framerate plummets. Moving my cursor for any period of time at a consistent normal speed drops it down to 0-1 fps for around 2-4 seconds at a time, then goes smooth 144fps for another second, back to 0-1.
A few weird things about this... 1. I used this exact enb on my 2070 super with no issues, on all the exact same hardware other than gpu, same enb version and binaries version tested but the issue persists. 2. It happens on any enb I load up, even just the binaries themselves and no effects loaded with the game causes it. 3. I was going to record it with OBS to provide a comparison between the actually unplayable stuttering and the buttery smooth game without enb, but hooking OBS game capture to the game window fixed about 80% of the stuttering. Even after closing OBS, the game only has a consistent stutter/freeze for about 2 seconds every 3-5 seconds or so, all stutters related to mouse movement are gone until I restart the game or start a new save/load a save. Still unplayable for me, but weird.
My skyrim ENB works just fine, no stuttering at all. I have tried adjusting the enblocal file in all manner of ways but no matter what I change there, the stuttering is the exact same, no better or worse. I've messed with my ini files to disable all sorts of graphics settings in there in case of some weird new compatibility issue, forced anisotropic filtering and other features off for the game through the nvidia control panel, reset my overclocks on my gpu, cpu, and ram for stability, gave the game higher system priority, and more. Literally nothing I've done effects it at all, stutters the same amount with the same consistency no matter what I change, with the exception of opening and hooking OBS. Hooking OBS does the same thing to the stutters 100% of the time, changing it from mouse movement stutters to a time based stutter regardless of anything else I do.
At this point I want to know what the hell is happening on a technical level more than I want to actually use enb, so any insights would be appreciated, thanks!
