Eagle Gunpowder

I know this was been asked a few times since the wipe. But has anyone found a good spot to find eagle gunpowder? After days and days of searching I finally found 2 thermite in the back of interchange and I've found like 5 kite gunpowder back there but still no eagle. Do they have the same spawn locations as the other gunpowder? I'm really only familiar with customs and interchange but I'm thinking I might have to venture out for this.
