Requesting Help

greetings everyone. I was going to use the Daily Questions megathread to ask this, but I don't seem to be able to upload the image, and I didn't want to manually type all stats in the comment.

That being said, is this piece viable on anyone PvE wise?

I already have the free rage set from the event on sigret, and I'm unsure who uses rage set properly.

I'm mostly looking for PvE suggestions for now, as I'm nowhere near geared enough to handle PvP properly.
