Teverun fighter supreme plus

I just got one and im having two Major issues

1- when hitting the throttle It doesnt do anything, i have to push the scooter for ir to do something (no, Kick start IS not on) and Max speed It reaches IS 21/22 km/h 2- the stem has a little bit of play, i tried unscrewing the screw to the point It was very hard to unfold but It still has a bit of play
