Advice on this list?

Would I be able to buy the Sliver Swarm precon and take most of the slivers from there, then add the exile synergies in the list in the article? I really like the Twelfth Doctor before you say "oh, just build Zinnia!". Additionally, any suggestions to replace the really expensive suspend artifacts and stuff like Jeska's Will?
