dreamsnaps clarification

i’ve tried looking online and there’s nothing that’s clear about explaining this- is the amount of moonstones you get based on how many items you use that match the tags? or based on the votes of other players? i know it’s based on how high you rank- but is that rank based off tags or voters? thanks :)
