Oscillation Needs to change!

It should not be tied to anti,-champ weapons and should be tied to kinetic/energy with heavy weapons resetting the damage bonus/negative to zero. Liminality sucks with this bs and getting stuck with a negative anti barrier and dealing so little damage it's shields can't be broken. It's rough, and badly implemented in its current state. This also makes it to where you can't add additional anti champ mods to the artifact. I think this change to oscillation would also allow it to be added to all content with out forcing people into dumb guns.
