Heroic Patrol Farming

Am I the only who has trouble finding heroic patrols? I dont see them in the 3 zones. I have to on average 3-4 patrols to get one to spawn. After tracking the drops, I get a red border after 8 heroic patrols. I get it. It's random but can we either get a higher drop rate of red borders or a higher spawn rate of heroic patrols. It feels like for hours that I farm and really get nothing out of it.
