What is this dead skin on my doxie’s mouth?

I noticed this dead skin near her bottom lip that sort of looks like dead skin. It’s all in her fur and it’s a little spiky. I thought it was dried food but it doesn’t come off with warm water and a washcloth. I pulled one off and it seemed like it hurt her. Does anyone know what this could be? Are dogs prone to chapped lips?
