Like Marvel, If The Justice League replaced the Illuminati, how would they handle the Incursion issue?

This has been pondering on my mind on whether or not the The Avengers are more likely to kill than The Justice League, and i thought about what would happened if they had to deal with Incursions? Would they just not do anything? Would they take action?
