For HS Victimize Rogue, which is better? FF + Malice or Exploit + Malice?

Using a Victimize Heartseeker and can't decide which one is better, Frigid Finese + Malice or Exploit + Malice One thing to note though is that FF+M is only 750IP and the E+M is 800IP and Exploit is GA.
