Are Hammerdins working as intended?

So I recently installed this mod and am loving playing D2 again, but with so much more content. I have a lvl 57 hammerdin in nightmare, blessed hammer and concentration are basically maxed, so just synergies left. But even with +skills, the screen says my hammers are doing 1.4k damage, but shouldn't I be at 10k ish by now?
