Which Chase cards allow transferring of UR points to airline partners?

I currently have a Chase Freedom card. My brother just transferred about 96000 points to my card from his CSR sign up bonus. I'm not eligible for the Sapphire card sign up bonus for about 4 more years. What's the Chase card with the lowest annual fee I can use to transfer the points to airline partners?
