Are the bathrooms in your Costco clean?

I am not blaming the cleaning staff(if there is one) or the employees because I have a strong suspicion that it could be the customers. The women’s bathroom has paper towels all over the floor. There is a trash receptacle but no one seems to use it. There is toilet paper all over the floor, pee and poop on the seats and people don’t even bother to flush!! Why are people like this?

The Costco is in South Florida.
