I need help with her dress :’D

Hi! I really want to cosplay her with this dress, it would be amazing if I could find a pattern similar to it, but for starters I’m not even sure what it’s called in English (a vest dress maybe?). I’m planning to make just the black part of the dress.

What should I search for, or has anyone done something similar and has a pattern? I’d appreciate any help :-)
