Is it fair?

One of my Clan mate got perfect stars in every match this cwl and ended up in top but didn't get any bonus, and this was our leader's response. What do you guys think? (The Player joined recently but was doing exceptionally good in every wars, normal ones too) and also the leader gave bonuses to like 4 PPL, I think you can give to like 6 PPL or something?)
