Chick-Fil-A charges for refills now ?

So I have not eaten inside a Chick-Fil-A restaurant in like 5 years as I always went through the drive through. Today, during my lunch I dined inside and the Chick-Fil-A I was at did not have the self service drink station like a McDonald's and most fast food places so I went up to the cashier and asked for a refill and they stated it was $0.30. So I said, okay and paid for the refill. Is this something new or am I late to the game ?

Edit: I did do an upgrade to a "Large" soda from the regular medium size and I knew of that upgrade charge. But my question is about the extra $0.30 for the refill after the fact
