Where to apply as a Telecommunications Engineer in Cebu

Hello where do I find jobs or links to this position? I need your help or anybody's help. I've been applying for almost a year now in Jobstreet, indeed, mynimo, glassdoor, jooble even went as far as looking at facebook hiring groups but none to say and all l've ever gotten so far are interviews and rejection letters nothing more than that I really want to pursue this field.
