gas station carts vs street carts

i live in an illegal state and don't have my med card yet while i'm waiting until i can get it i e always wondered is d8/ other altnoid carts i can buy from a smoke shop safer than buying street carts. in my mind i feel like it is but i could be wrong lmk?
