Housing options?

I am a new 2LT with no dependents, and I and am having some delays with receiving orders. This is keeping me from receiving a sponsor that can answer some basic questions. I am most curious about: a) if I am permitted to live off post, and if it’s a good idea to do so b) if there is a rock climbing gym on post c) what best options are for getting a beater-car quickly and easily.
