Can I change my college in 2nd year ??

So i'm right now in 1 year b.tech CSE and I'm pursuing it from local Andu-Gandu college of Aktu university. Can i get lateral entry in 2nd year in any good college ? Please help me regarding this the process, exams etc so that i couldn't waste my 1 one and enter into 2nd.
