For the most comfortable meta possible, should some brawlers always be a certain tier?

A Moe or Crow meta is insufferable for example, so them being on the weaker side is healthy for the game. In that case what tier should every brawler be in ideally so the game feels right? Is the current one the most comfortable meta possible?
