Ok but what if they’re bland on purpose

This might sound crazy but I think making the new vault hunters bland looking was an intentional decision. They look like boring background npcs because that’s what they are, the gang starts out as wannabe nobodies that want to be vault hunters.

But over the course of the game you unlock more cosmetics and level ups and skills you pick change how your character looks (like Amara’s tattoos and Wilhelm’s cybernetics) until you’re a real vault hunter and you have a new look to reflect that.

We all saw the trailer. They clearly have the same art team as BL3 working on BL4. And we also saw a TON of kickass character and enemy designs in the trailer and the bl3 vault hunters were the best looking vault hunters in the series by a long shot. Surely they know what they’re doing.
