Should Non-Actors (audience) JUDGE/REVIEW actors based on their performance?

This is a question which I'm always curious about. When every field requires some level of expertise and knowledge to judge its performers, doesn't acting also need only learned and experts trying to give their analysis/reports on actors and films too.

Or is it that acting is soo subjective, it cannot have the same principles what other fields carry.
